Best Online Casinos in Greece

Greece licenses online casinos through the Hellenic Gaming Commission (EEEP), and the casino licence is a separate, expensive category from sports betting. The operators below accept players from Greece; the review for each one states which regulator it holds a licence from.

Greece sets the age at 21, not 18

The minimum age for online casino games in Greece is 21 — higher than the 18 that applies across most of the EU, and higher than the age for other gambling products domestically.

This catches out players moving from another market, and it catches out affiliate pages that assume 18 everywhere. Licensed Greek operators verify age at registration and enforce the higher limit.

It is the clearest single difference between Greece and its neighbours, and it is not negotiable at operator level.

A deliberately small licensed field

The 2020 licensing round set high fixed fees for separate betting and casino licences over a multi-year term. That priced out smaller operators by design and produced a licensed market of a few well-capitalised brands rather than dozens.

The EEEP maintains a public list of licensed operators and a blacklist of sites that are not, with internet blocking applied to the latter.

For a player, a short licensed list makes verification easy: check the operator against the EEEP list before depositing, because there are few enough that ambiguity is unlikely.

Tax is withheld before you see the money

Greek players are taxed on gambling winnings, and the tax is withheld by the operator in tiers rather than declared later by the player. What lands in your account is already net of it.

That makes the licensed operator's reporting genuinely useful — and it makes a win at an unlicensed site a tax problem as well as a regulatory one.

Tiers and thresholds change. Confirm current treatment with a Greek tax professional rather than relying on this page.

Greece: Frequently Asked Questions

  • Yes, under licences issued by the Hellenic Gaming Commission. Greek law separates sports betting from online casino, and the casino licence carries a substantially higher fee — which is why far fewer operators hold one.
