Ireland is replacing a century of patchwork law

Until recently Irish gambling law rested on statutes written long before online play existed, with no dedicated regulator and no coherent licensing route for online casino. Operators served Irish players from other jurisdictions, and oversight of them happened elsewhere.

The Gambling Regulation Act 2024 created the Gambling Regulatory Authority of Ireland and a modern licensing framework covering betting, gaming and lotteries, online and in person. The Authority is being stood up and licensing phased in rather than switched on overnight.

The direction is clear even while the detail settles: Irish players are moving from a market supervised abroad to one supervised at home.

What the 2024 Act actually restricts

The Act is unusually direct about marketing. It provides for a watershed on gambling advertising in broadcast media, restricts inducements aimed at named individuals, and constrains the free-bet and bonus tactics that were previously unregulated here.

It also provides for a national self-exclusion register and a social impact fund financed by operator contributions — the two structural pieces Ireland lacked entirely.

Obligations land on operators progressively as the regime is commenced, so the experience of playing will change in stages rather than at once.

Choosing an operator during the transition

Until Irish licences are issued and required, most sites serving Ireland hold a licence elsewhere — commonly Malta or the UK. Those are substantive regimes with real complaints processes, and are not equivalent to a Curaçao licence.

The practical test is unchanged: identify who actually regulates the operator, confirm the licence is live in that regulator's public register, and check whether an independent dispute-resolution route exists before you need one.

Winnings are not taxable for Irish players. Confirm the current licensing position with the GRAI — this is a market mid-reform and any snapshot dates quickly.
