A concession model that requires local establishment
Croatia does not operate open licensing. Online gambling concessions are granted by the Ministry of Finance to companies established in Croatia, which means an international brand must set up domestically rather than passport in a Maltese licence.
That requirement keeps the licensed field small and largely domestic. Several well-known international brands are simply absent from the legal Croatian market as a result.
The Tax Administration publishes concession holders. An operator serving Croatian players in Croatian without a concession is outside the system, whatever it holds elsewhere.
Winnings are taxed in bands, at payout
Croatia taxes gambling winnings progressively: small wins are untaxed or lightly taxed, and the rate steps up through bands as the amount rises, with the operator withholding at payout.
This is materially different from the tax-free treatment in neighbouring Slovenia's licensed market or in most of Western Europe, and it means the headline win and the amount that arrives are not the same number.

The euro changeover, and what it changed
Croatia adopted the euro in January 2023, replacing the kuna. Licensed operators now take deposits and pay out in euro, which removed the currency-conversion cost that previously applied to players using euro-denominated cards and wallets.
For a player the practical effect is one less spread to pay on every deposit and withdrawal, and simpler comparison against offers in other euro-area markets.
