You cannot get an online licence without a building
Belgium ties online licences to land-based ones. An A+ online casino licence is only available as a supplement to an A licence for a physical Belgian casino, and there are very few of those. The same logic applies to betting shops and arcades.
Because the number of physical venues is capped, so is the number of online operators — structurally, not by policy discretion. Belgium has one of the smallest licensed online markets in Western Europe as a direct result.

21, not 18 — and a default deposit cap
Belgium raised the minimum age for online casino and betting to 21. Only the lottery and certain low-risk products remain at 18. Operators verify against the national register at registration.
A default weekly deposit limit also applies across licensed operators. It is set low by international standards, and raising it is not a one-click action — the request is checked against the national debt register, and a player recorded there cannot raise it at all.

EPIS, and the 2023 advertising ban
