The regulator is the tax authority, and that shapes the market

In 2020 Bulgaria abolished its State Gambling Commission and moved gambling supervision into the National Revenue Agency. Regulation and tax collection now sit in the same institution.

That is unusual in Europe and it changes the emphasis. Licensing, fee collection and enforcement against unlicensed operators are handled by a body whose core competence is revenue, and enforcement action tends to follow the money.

The NRA publishes both the licensed operator list and the register of blocked sites. Both are public and are the authoritative check.

Blocking, and what it looks like from the inside

Bulgaria maintains a register of unlicensed gambling sites that internet providers must block. The list is added to regularly, so a site that was reachable becomes unreachable without warning — usually before a player has withdrawn.

Payment restrictions accompany the blocking. The failure mode is a balance sitting at an operator you can no longer reach, with no domestic route to recover it.

Checking whether an operator holds a Bulgarian licence before depositing avoids the entire scenario, and takes about a minute against the NRA list.

Tax, currency and practical notes

Winnings from licensed operators are not taxed in the player's hands; taxation is applied at operator level. Winnings from unlicensed operators sit outside that arrangement.

Deposits are in Bulgarian lev at domestically licensed operators. Note that Bulgaria's currency arrangements are in transition, so a cashier may quote in lev or euro depending on the operator and the date.

Confirm current licensing and tax treatment with the NRA rather than an affiliate page.
