A licensing regime with an active blocklist

The 2017 Gambling Act opened Czechia to licensed online casino operators and gave the Ministry of Finance tools to enforce it. The Ministry publishes a blocklist of unlicensed sites, which internet providers must block and payment providers must refuse to process.

That combination — licensing plus technical enforcement — has pushed most play into the licensed market. Operators without a Czech licence become progressively harder to reach and to pay.

The licensed list is published by the Ministry and is the authoritative check on any operator serving Czech players.

The RVO is broader than a gambling register

Czechia's register of excluded persons goes beyond voluntary self-exclusion. Entries can arise from insolvency proceedings, from receipt of certain welfare benefits, or from court decisions, alongside players who register themselves.

Licensed operators must check the register before allowing play, so an entry blocks access across the whole licensed market at once.

The scope is unusual and worth understanding: in Czechia, being excluded is not always a choice you made, and it is not something an operator can override.

Tax on winnings, and what that means for records

Czech players can face income tax on gambling winnings above a statutory threshold, with treatment depending on the type of game and the size of the win. This is unlike most EU markets on this site, where the tax sits on the operator.

Licensed Czech operators report in line with the rules; operators outside the licence do not, which leaves the obligation with you and no statement to support it.

Thresholds and rates change. Take advice from a Czech tax professional rather than relying on any affiliate summary, including this one.
