Cruks is checked before you play, not after

The Netherlands built self-exclusion into the login flow. Cruks — the Centraal Register Uitsluiting Kansspelen — must be queried by the operator before a player is allowed to start a session, every time. A registered player cannot get past the door.

Registration is done through DigiD, the national identity system, and can be initiated by the player or, in defined circumstances, by a third party such as a family member or the regulator itself.

The minimum exclusion period is six months and it cannot be shortened. Because the check is mandatory and per-session rather than per-account, it is one of the few schemes that genuinely cannot be worked around inside the licensed market.

The duty of care is enforceable, and operators have been fined

Dutch licensees carry a legal zorgplicht — a duty of care — that obliges them to monitor play and intervene when patterns suggest harm. This is not a code of conduct; the KSA has issued substantial penalties for failing it.

In practice you should expect to be contacted. Rapid loss escalation, long sessions or sharp increases in deposits trigger operator outreach and, if unresolved, account restrictions. An operator that never intervenes is not being permissive, it is out of compliance.

Advertising rules moved the same way. Untargeted gambling advertising is banned, role models cannot be used, and the restrictions have tightened repeatedly since the market opened.

A small licensed market, deliberately

The Dutch licensed list is short compared to the number of brands that serve other European markets, and that is the design working rather than failing. Operators that had previously targeted Dutch players without a licence faced a cooling-off period before they could apply.

The consequence for a player is a narrower choice than in the UK or Malta-facing markets, with a higher average standard inside it. Sites offering Dutch-language service without a KSA licence are targeting you illegally, whatever their footer says.

The KSA publishes the licence register. Check the operator there rather than trusting an on-site badge, and confirm current rules with the regulator — this market's rules have changed every year since it opened.
