From monopoly to licensing, in 2019
Until 2019 online casino in Slovakia was reserved to the state operator TIPOS. The Gambling Act that year opened the market to private licensees and created a dedicated regulator to supervise it — a change of direction Poland and Slovenia did not follow.
The licensed field is small but real, and includes both domestic and international operators that established locally.
The regulator publishes the licence list alongside a blocklist of sites operating without one, with ISP and payment blocking applied.
The register of excluded persons
Slovakia operates a national register of excluded persons that licensed operators must check before allowing play. As in Czechia, entries are not limited to voluntary self-exclusion: they can follow from certain benefit receipt or from court and insolvency proceedings.
An entry blocks access across the licensed market at once rather than at a single operator, and it cannot be lifted by an operator's support team.
Because the register binds only licensees, it is another reason to stay inside the licensed market rather than follow a blocked site to a mirror domain.
Tax and dispute routes
Winnings from licensed operators are not taxed in the player's hands; taxation sits at operator level.
Complaints go to the operator first and then to the Regulatory Authority, which has jurisdiction over licensees. There is no equivalent route for an operator outside the Slovak licence.
